- Baltic Sea: Maritime tensions have intensified, with NATO and Russia’s shadow fleet increasingly at odds. Risks include prolonged vessel detention and even potential use of weapons against commercial vessels. While incidents remain below the Article 5 threshold, enforcement actions and retaliatory measures are escalating.
- Russia: Physical threat levels remain high, with Ukrainian strikes deep inside Russian territory. Oil export terminals have not yet been targeted but remain a concern.
- Guyana/Venezuela: Venezuelan adventurism and political instability raise the likelihood of armed confrontation and offshore detention.
- Red Sea & Libya: Conditions remain broadly unchanged, though latent risks persist.
- Mexico: Legal reforms and criminal infiltration increase detention and expropriation risks.
- Saudi Arabia: A request was received to review Listed Areas along the east coast, linked to tourism development plans. Further information has been sought.

War Clauses Working Party
The group held its first meeting to review existing clauses, focusing on clarity around automatic termination provisions. Further legal input will be sought, and recommendations will be presented at the next JWC meeting.
